Victim Rights and Services

The victim services unit is a shared program between the cities of Thornton, Northglenn and Federal Heights, and has been in place since 1987. The unit includes one supervisor, six full-time advocates and 27 volunteers. Our staff is committed to ensuring all Victim Crime Act victims are aware of the rights afforded to them, and meeting the departments’ responsibilities in those rights. The unit also assists witnesses and community residents experiencing a traumatic non-criminal situation in an effort to allow a higher level of stabilization.

The unit’s advocates are on call 24 hours a day, seven days a week, to respond immediately to the scene of a crime, accident, or victim’s home at the request of a police officer.

Colorado Victim Rights Act

The Victim Rights Act (VRA) ensures victims of crimes that fall under the VRA are afforded their rights to include being an active role in the criminal justice process and assures certain supports are offered. Law enforcement departments are one of three entities with responsibilities under the law. The core of the VRA is for victims to be treated with fairness, dignity, and respect and the be informed, present, and heard.

Registering for VINE

The Victim Information and Notification Everyday (VINE) is a notification system that sends automatic alerts any time an offender’s custody stats, such as release, transfer, escape or death, changes. VINE information is available 24 hours a day, seven days a week. Registration is free and anonymous.

  • What do I need to register?

    • Offender’s name

    • Your phone number or email address

    • A four-digit PIN

      • Entering the correct PIN and pressing the pound (#) key is the only way to confirm you have received the phone notification or to stop receiving VINE alerts.

  • Does VINE guarantee my safety? No. VINE is a notification system only. If you feel you might be at risk, always call 911.

The unit’s Victim Advocate Specialists will make referrals to services/resources based on each victim’s individualized needs at the time of either the initial crisis intervention or follow-up services.
