The Blue Envelope Program is a community-focused initiative designed to promote calm and informed communication during traffic stops, emergency responses, and other interactions with first responders. Participants use a clearly marked blue envelope to store essential documents—such as a driver’s license and registration—alongside guidance for both the individual and first responders. The envelope acts as a signal indicating that additional time, understanding, or accommodations may be needed.

This program is offered in partnership with Thornton Police, Fire and Adams County Sheriff’s Office and is a community-focused initiative designed to improve interactions between first responders and drivers with autism, developmental disabilities, or communication challenges during interactions with first responders.

On each envelope, information is provided for both the driver and the first responder, encouraging respectful and patient interaction. The program underscores the City of Thornton’s ongoing commitment to safe, supported and livable communities 

• Participation: Voluntary program, self-enroll, no information stored
• Important Reminders: The Program does not exempt participants from legal obligations. Safety First. Officers may still use necessary safety actions.

Envelope Distribution:  Residents can pick up a Blue Envelope from the locations listed below:
