Know Before You Ride
Thornton prioritizes safe and responsible behavior in all shared spaces.
Parents & guardians: Under Thornton Municipal Code 38-645, any parent or adult who allows, helps, encourages, or permits a minor to operate a motor vehicle or recreational vehicle unlawfully is in violation. Fines up to $2,650.
Rules that apply to everyone, regardless of what you're riding!
- Follow all traffic signs and signals — e-bike, scooter, motorcycle, all of it
- Yield to pedestrians, always
- Only carry as many passengers as the vehicle is designed for
- No riding wheeled vehicles of any kind in prohibited areas (playgrounds, game courts, sports courts, pavilions, park lawns, fields, etc.)
- No stunting, racing, or operating in a way that's dangerous to yourself or others
- Careless, reckless, or unlawful operation of any wheeled device is subject to citation and fines up to $2,650

How to Report Unsafe Riding Behavior
If the activity is happening now: Call the Thornton Police Non-Emergency line at 720-977-5150 to report concerns.
For ongoing or recurring issues: Use the "Report a Traffic Concern" form to request general enforcement attention (not monitored 24/7).
Detailed reports help law enforcement identify patterns and support targeted enforcement efforts. Helpful information to include:
- Location(s) where activity occurs
- Days and times it is most common
- Description of riders/vehicles involved
- Direction of travel or patterns observed
- Photos or video only if safely obtained
